Therefore, it is imperative to have proactive regulation in place to prevent the misuse and exploitation AI within the military. Russian robotics systems, for instance are designed according to the technical specifications of the Russian government. But this type of regulation does not replace legal regulation. Unlike technical regulation, legal regulation is mandatory for all subjects.
The existence of legal regulations for AI activities is critical to provide objective information to the AI owners and regulatory authorities. For example, legal regulations should specify the circumstances under which a system is to be stopped. Legal regulations also need to define entities that are allowed to use AI of military-grade quality. Otherwise, these systems could fall into criminal hands.
